It is presumed that one has the basic knowledge of Jyotish concepts. Some basic concepts are given which are mostly accepted principles for determining the timing of marriage
1. Check which planet is ruling the 7th house.
2. Check where the 7th lord is placed, is it in Trine houses(1,5,9) or in the Quadrant (1,4,7,10) or Negative houses(6,8,12).
3. Placement of 7th lord in either a Trine or a Quadrant is supportive to get married and generally this position gives a good life partner along with awesome married life and placement of 7th lord in negative houses gives delay in marriage.
4. If the 7th lord is present in Pushkar Navamsha or Pushkar Bhaga, despite being in negatives houses, it blesses the individual with a beautiful married life.
5. Check if any other planets are affecting the 7th lord by way of either conjunction, exchange or aspect.
6. Check the Navamsa or the Divisional Chart 9(D9) for the planet ruling the 7th house and which planet is posited in the 7th house.
7. Check the Dasha pattern, one could get married when there is association between the Dasha ruler and the 7th Lord of D1 or planet associated with the 7th house of D9.
8. According another method of finding the marriage timing, add the longitude of the Lagna(ascendant) lord and the 7th lord and if the total exceeds 360ยบ, deduct 360 from the longitude, the resulting value is called Vivaha Saham. Marriage can solemnize whenever Jupiter or Venus transits the Vivaha Saham longitude.
9. Vivha Saham should always be taken and analysed along with other factors such as Dasha position etc.
10. Marriage can take place when either Saturn or Jupiter in transit, aspects either Lagna or Lagna lord or 7th House or 7th Lord.
11. Using Ashtakavarga method also
marriage time can be ascertained. Add the Ashtakavarga scores of 1st house to
7th house from the Samudaya Ashtakavarga table. Divide the resultant by 27. The
resultant will be a number, if it is not a whole number, round it off to the
nearest whole digit. Say the resultant is 7.9, round it off to 8 and find the
eighth star starting from Ashwini, which is Pushyami. Now, whenever Jupiter
transits Pushyami we can say that the chances of females getting married would
be there and whenever Venus transits Pushyami, the chances of males getting
marries would be there.

The maths is wrong.
if someone is to get 26 as nakshatra number after dividing by 27, adding the
ashtaka varga table of just any two houses will not give the number 700.
700/27 would give 25.92 and rounding off 25.92 will give 26.
So can you show in whose kundali, you can get 700 ?

Asterism calculations are done in Paryayas for Ashtakavarga. 27 asterisms are divided in to 3 parayayas of 9 each.
